Any suggestion / hints to look at when a few users running ATE has MX_SHELLEX returning a status -15 ATE failure to respond.
In this cases its trying to launch a PDF.
Example
(Meanwhile i've sent them off to check the network as the PDF is on another server/drive, and that the PC can open the file if its launched with a double click)

It's probably a long shot, but given that it relates to launching a PDF, could it have anything to do with this post?

In any case, -15 just means that the standard ATE transaction timeout expired, which I think is 10 seconds in this case. That should be long enough for just about anything, but if not, and you can't resolve why it's taking so long to launch, you could try setting the waitflag to 4 to eliminate the timeout.
